List banks for a payment method. Bank transfer is the default.

GET/payment/banks?paymentmethod=bank-transfer

Public key only. No body. Today this list is paymentmethod=bank-transfer. ussd will use the same route when that method ships. Use a returned code as BankTransfer.bankcode on Pay.
